Casinos Not on GamStop: How the Scheme Works and What Sits Outside It
A casino without a Great Britain licence. Being outside the scheme follows from that, not the other way round.
A casino not on GamStop is simply a casino without a Great Britain gambling licence. Participation in the national self-exclusion scheme is a condition of that licence, so an operator licensed here must join and one licensed offshore is never asked to. That is the whole mechanism. It matters because the licence carries far more than the scheme: the complaints route to the regulator, an approved dispute service, a published rating for how your money is held, identity checks before the first deposit, and a cap on slot stakes. All of it stays behind. Free, confidential help is on 0808 8020 133, any hour.
The scheme at a glance
- It does not cover betting shops. A separate scheme does, on 0800 294 2060.
- It does not reach sites without a British licence, and its own terms say so plainly.
- It does not end by itself. The exclusion stays until you contact GamStop and wait out the cooling-off.

What "not on GamStop" actually means
It is not a category of casino, not a certificate and not a type of licence. It is a description of an absence. A British remote licence obliges the operator to take part in the scheme through social responsibility code provision 3.5.5 of the LCCP, in force since 31 March 2020. An offshore licence creates no such obligation. So an offshore site never queries the scheme, and it never sees that you registered.
The industry has a word for these sites: "independent". The word does its job too well. What they are independent of is British supervision, not anyone's commercial interest. The same aggregators, the same studios and often the same owners sit on both sides of the line.
why the scheme cannot reach an offshore operatorGamStop in one screen
The scheme is smaller and stricter than most people assume. Registration is free and takes minutes. The list of participating brands is public, runs to several hundred names and was last updated on 19 August 2026.

What you give up when you step outside
Seven protections travel with a British licence. None of them travels with you.
All seven protections apply.
A complaints route to the Gambling Commission
The regulator can suspend or revoke a licence and issue penalty packages.
No British body can act on your complaint against an offshore operator.
AppliesNot availableAn approved ADR provider
A licensee must give you a Commission-approved dispute service whose ruling binds it.
Offshore there is support email and nothing above it.
AppliesNot availableA published customer-funds rating
Your balance is declared not protected, basic, medium or high.
No rating is published. In an insolvency you queue with every other creditor.
AppliesNot availableIdentity checks before the first deposit

Checks arrive at withdrawal, which is exactly when disputes start.
AppliesNot availableA cap on slot stakes
Five pounds a spin from 9 April 2025; two pounds for players aged 18 to 24 from 21 May 2025.
No ceiling on what a single spin can take.
AppliesNot availableThe statutory levy
Licensees fund research, prevention and treatment through a levy in force since 6 April 2025.
An offshore operator pays nothing into the British help system.

Why some sites are outside the scheme
Three steps of law explain the whole category. None of them is about the player.
Gambling Act 2005, section 33
Providing gambling facilities without a licence is an offence. The offence sits with the operator, not with the customer.
Gambling (Licensing and Advertising) Act 2014
From 1 November 2014 a remote operator needs a British licence to serve or advertise to consumers here, wherever its servers stand. The old white list is gone.
No licence, no LCCP, no GamStop
An offshore operator does not take that licence, so it sits under neither the LCCP nor the scheme. It cannot see your registration because it was never asked to look.
If you are on GamStop right now
You registered to protect yourself. You did it at a moment when you understood your own situation better than anyone else did, and the scheme was built to hold that decision steady when a later moment argues against it. Going back to play around that decision most often means going back to the thing you were leaving.
The exclusion cannot be shortened, and that is by design. If you find yourself looking for a way round it, that urge is the signal the scheme exists for. It is worth a phone call before it is worth a deposit.

What these sites actually offer
The lobby of an offshore site is built from the same catalogue as a British one. Studios such as Pragmatic Play, Play'n GO, Nolimit City, Hacksaw Gaming, Push Gaming, Relax Gaming, Big Time Gaming and Evolution supply both sides through the same aggregators.
So the games are not the difference. Big Bass Bonanza, Book of Dead, Gates of Olympus, Sweet Bonanza, Wanted Dead or a Wild, Razor Shark, Mental, Fire in the Hole 3 and Crazy Time sit on either side of the licence line. The difference is who answers when a payout stalls, and what a single spin is allowed to take.
The list, and how to read it
Our reference page sets out five offshore casinos with the same fields for each: licensing jurisdiction, whether British players are accepted, deposit methods, the welcome offer and its wagering requirement, the stated withdrawal window, and the studios in the lobby. Each card opens for the rest — bonus mechanics and caps, what the minimum deposit depends on, withdrawal routes and limits, verification and support. Winshark heads the list.
- Licensing jurisdiction
- British players accepted
- Deposit methods
- Welcome offer and wagering
- Stated withdrawal window
- Studios in the lobby
Three things the list is not. It is not a safety ranking, because no British regulator has assessed any of these operators. It is not a recommendation. And it is not a promise that any site will accept a British player: that policy changes without notice and is checked only at registration.

Frequently asked
What does "not on GamStop" mean?
It means the site holds no Great Britain gambling licence. Participation in GamStop is a condition of that licence under social responsibility code provision 3.5.5, in force since 31 March 2020, so an offshore operator is never asked to join. It is the absence of a licence, described from the other end.
Is it illegal for me to use a casino not on GamStop?
No. Under section 33 of the Gambling Act 2005 the offence of providing unlicensed gambling facilities sits with the operator, not with the customer. You are not committing a crime. You are, however, outside every consumer protection the licence would have given you, and that is the part that matters in practice.
Can I cancel my GamStop self-exclusion early?
No. GamStop's own terms state in capitals that you will not be able to deactivate your self-exclusion until the end of your minimum exclusion period. The shortest period is six months, the longest is five years. This is deliberate, and no site, ours included, can change it.
What happens when my GamStop period ends?
Nothing automatic. GamStop does not remove the exclusion or notify you when the period expires. You have to contact its contact centre and complete a removal process, after which a minimum 24-hour cooling-off period applies. If you never make contact, the exclusion continues for up to a further seven years.
Do these sites know I am self-excluded?
No, and GamStop says so plainly: it cannot help prevent you from accessing gambling services run by organisations that do not participate in the scheme. That is a stated limit of the protection, not a benefit of the site.
Are casinos not on GamStop regulated at all?
Usually by an offshore authority, most often the Curaçao Gaming Authority under the 2024 LOK framework or Anjouan. Those regimes exist, but they do not give a British player a route to the Gambling Commission, an approved ADR provider, or a published rating of how customer funds are held.
Where can I get help if gambling has become a problem?
The National Gambling Helpline is free and open around the clock on 0808 8020 133, run by GamCare. Gordon Moody runs the country's residential treatment programmes. TalkBanStop combines counselling, the Gamban blocker and GamStop registration in one package. Samaritans are on 116 123 in a crisis.
The short version
The topic is real and the demand for it is real. The mechanism behind it is legal, not technical: a line drawn by licensing, with the whole British protection set on one side of it. For a reader who has never self-excluded, this page is information. For a reader who has, it is a warning written as plainly as we can manage.
